    In April 2008, the UN adopted the Plan of Action on the Millennium Development Goals (MDGs), which represented a set of international development commitments and endorsed by 189 countries. The MDGs included one goal to reduce by half the number of people living in absolute poverty between 1990 and 2015. Additionally, the MDGs include a target for universal primary education. To date, the number of countries with at least 98% primary education enrolment ratio increased from 141 to 178. There have been great achievements in reducing the poverty and extreme poverty levels. However, progress towards the MDG target on extreme poverty and hunger was slow.

    For the period 19952006, the African Index of Governance ranking was funded by the Swiss Agency for Development and Cooperation (SDC) and used as the sole indicator for the purposes of measuring the level of governance in Africa. Meanwhile, the new World Index of Democracy developed by the Electoral Integrity Project uses 26 different indicators to analyze the true level of democracy in the world. This index is designed to monitor political trends in countries worldwide and provide clear and objective statistics. For the period 19902010, significant relative improvements occurred in 2009, 2011 and 2013. In real terms, improvements occurred in 2000 and 2008. The Islamic Republic of Pakistan was declared a ‘full democracy’ in 2010 by the World Democracy Index.

    The Development Assistance Committee, also known as DAC, is the donor body of the OECD. It is composed of over 190 DAC member states that contribute voluntarily to the work of the Committee through regular and voluntary contributions to the OECD. Its main goal is to increase the effectiveness of development assistance, by analysing and assisting those countries to achieve higher levels of development. Its work covers a wide range of issues, including international, regional and national, which could concern its Member States. It has therefore set up two committees, one for humanitarian assistance and the other for economic and social aid.
